The COGCC Mission Change Rulemaking: A New Framework for Oil and Gas Regulation in Colorado

December 10, 2020 at 1pm PST, 2pm MST, 3pm CST, 4pm EST

In 2019, Senate Bill 19-181 ushered in a new era of oil and gas regulation in Colorado. The cornerstone of this new regulatory era is the recently concluded “Mission Change” rulemaking conducted by the COGCC.  Beginning in December 2019 and concluding on November 23, the process produced more than 200 pages of regulatory changes involving oil and gas permitting, operations, hearings, safety, underground injection, environmental protection, and wildlife. This webinar will help oil and gas lawyers, companies, and other interested professionals better understand the new regulatory requirements they will face in Colorado next year and that other states may adopt in the years to come.

Topics that will be covered in this webinar include:

  • An overview of the most significant regulatory changes
  • Forthcoming guidance from the COGCC
  • New application and permitting procedures
  • A new option for landscape level planning
  • New requirements to protect the public, the environment, and wildlife
  • New opportunities for public participation
  • Enhanced authority for local governments
  • New procedures to integrate local government decision making and COGCC regulation
  • Implications for the COGCC and operators during 2021 and beyond
