The COGCC Mission Change Rulemaking: A New Framework for Oil and Gas Regulation in Colorado

In 2019, Senate Bill 19-181 ushered in a new era of oil and gas regulation in Colorado. The cornerstone of this new regulatory era is the recently concluded “Mission Change” rulemaking conducted by the COGCC. Beginning in December 2019 and concluding on November 23, the process produced more than 200 pages of regulatory changes involving oil and gas permitting, operations, hearings, safety, underground injection, environmental protection, and wildlife.
